Which applicant tracking systems charge a flat rate instead of per seat?

Why most ATS charge per seat

Per-seat pricing exists because it ties the vendor's revenue to your headcount. As your team grows, their bill grows with it, no product changes required. From the vendor's side it is a clean model. From your side it is a fee that rises every time hiring is going well, which is exactly when you can least afford friction.

The real cost is behavioral. Once each login has a price, teams start rationing seats. A hiring manager who should be reading candidates gets left out to save a line item. An interviewer shares one borrowed login. Feedback ends up in a side channel instead of the system you are paying for.
